I have examined the accompanying Ordinance, en'illed

An Ordinance to amend the Chinese Emigration

Ordinance, 1889

and I am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions

This Ordinance is designed to remove certain restrictions at present imposed upon bona fide free emigrants and to safeguard interests of the "Assisted Emigrants" as distinguished from the indentured emigrants.

Under the existing Law the various classes of emigrants are accorded like treatment and it has been found in practice that the regulations required to make effective the control of contract la- -bour are in the case of the free passengers unnecessary and vexa- -tious.
